The specific module for bypassing relationship culling and to allow you to set the decay rate is in MC Population, However, my advice would be to get the single package that contains all the modules. It has much good stuff in it.
The mod is very well behaved. When you first install the mod, then it does not change any vanilla settings. You have to explicitly do that yourself.
