I have windows 8.1 and the game runs just fine. If you get lag it's not because of the windows version but rather the computer specs, like maybe not enough RAM.
My computer is very low end, but I've learned to live with a few restrictive settings. I also have tons of CC, which I guess doesn't help a lot. Hard drive has nearly 30GB free space, but there's no dedicated vid card RAM. Still playable & enjoyable though :) Only the royal palace is very slow, but it's packed with 3 full stories with CC, so I'll find a way to technically move public sections (half) to a separate save.
Yesterday I found a few Sims Medieval cc files in my TS4 mods folder (bad me!), I'm curious to see whether they caused some of the lag.

I don't have any CC or mods, so maybe that helps with initial loading at least. I have some pretty large lots fully built and decorated, like malls, and they run fine. But I usually don't overdo it with decor items and rarely bother to landscape apart from a few bushes. I used to get really long initial loading times, but that was solved after I increased RAM from 4 GB to 16 GB.
I think my RAM is 8 GB. I don't mind the game taking a while to load. I have lots of other stuff to do while I wait, but frankly, I never saw the loading time as a problem.
I learned that a lot will work better if I play it for at least a few simdays, and avoid jumping around to other houses nearly every simday. Even the royal palace is somewhat playable (with lag) after a couple simdays there. I also found that it's quicker to play a different lot in the same hood, so I try focusing on one hood at the time in my rotation :)
Must say I'm quite impressed that this game works with so much dlc on such a crappy system as mine ;)
I play like a butterfly, and go from one lot to another and visit many lots in one play session. I mean, my entertainer sim in Brindleton Bay might get up, have some breakfast and then maybe do something on her computer, then go take her dog for a walk to the park, then go visit the vet and buy some treats, then go to the neighborhood park and buy coffee and sandwich for lunch, then might go to the pier to buy some fish to cook later, then go home and then later in the evening go to the lounge in San Myshuno and play for tips, after this she might go to the Spice Market or the Salt House cafe nearby for food and chat and then go home to sleep. And this is just what one day looks like. :lol:
About lag, if you have lots of CC, it might be made with very high poly count so that might cause your lots to lag.
I'm normally very restrictive what cc I keep. I will normally delete a few swatches to reduce file size, and I normally check the poly count, too (easy to forget though). I also check the file name for special characters, which (at least in the past) caused lag if there were numerous cc filenames including ie ?'[]() and space etc.
