Yes, yes, and YES! I actually did mod the water thing out with MCCC, and the constantly noisy neighbors are the main reason why I don't really play my one save with apartment-dwelling sims anymore (that, and the festival that pops up in their neighborhood totally kills the super speed fast forward overnight...which is a really poor design decision). TS4 is one of those games where when it's good, it's good...but when it's bad, it's head-desk-worthy. In fact, a lot of AAA games seem to be like that nowadays. And they wonder why Indies are cleaning house...
