I saw in another thread a person saying that these TS1 / 2/3 worlds / neighborhoods would not work in 4 because they were not just an image that separated into multiple areas. However, I do not see why devs can not divide them into sections like the worlds of TS4. Pleasantview, for example, has a central area, an old area and a modern area.
That Monte Vista also can be divided into 4 parts. The devs are not dumb, right?!
