I definitely don't think that the developers are dumb. They just have priorities that are different than the players and sometimes, hard to fathom. In any case, the creators of those maps actually designed them with sections and loading screens in mind. It's really easy to follow where the divisions should occur. I really don't see why these worlds
can't be made. The issue is whether or not the developers care to do them.
