Sims 4 Island Paradise: Expansion or Game Pack?

Expansion Pack. Because otherwise I don't believe it's even remotely possible for a GP budget to include a new vacation world, underwater lots, new terrain for sims to be able to swim in the ocean, hotels, lounge chairs, sun bathing and tanning etc.
