One of the questions actually is why TS4 wasn't developed on frostbite from beggining and instead picked such a limiting engine that you can't even have non flat terrain.
It's not really a question given that Frostbite wasn't mandated by EA until after The Sims 4 began development.

No, it's not. Just in the past few months alone we've seen various developers come out saying that $60 simply isn't enough to turn a profit on these games with insane budgets which is what has lead to the rise in more microtransactions, season passes, etc, to try and cover the inflated costs of games.
Hence why we're seeing more advanced games get developed for cheaper.
Not from companies like EA, WB, Ubisoft, Rockstar, etc, your not.
We're certainly seeing indie games and games from smaller studios being done for cheaper, but games like Battlefront 2, Red Dead Redemption 2, Assassin's Creed Origins, Shadow of War, Injustice 2, etc, were not cheaper to develop than their predecessors.
TS4 was a) supposed to be online b) built on a really bad engine and c) rushed.
And it would be impossible for The Sims 5 to do have any of those faults or make all new mistakes right?
