When Sims' packs get criticized, the conversation is usually about how many there are, but I think this distracts from the real issue. The thing is, the Sims 4 has been supported for twice as long as any other Sims game. Of course it will have a lot of packs. That itself isn't a problem. It can even be a good thing. The issue is how they sell them.
World of Warcraft is a game that has a lot of expansions. Years ago, however, they started rolling older expansions into the "base game", so you only ever need to buy the most recent expansion. Borderlands 2 is a game with a ton of DLC, but they eventually released a Game of the Year Edition that rolls all (or at least most) into a single purchase. Borderlands 3 has Season Passes that combine DLC.
The Sims, on the other hand, is still selling 10 year old expansions for the same prices they did when they were new. They also barely offer any sort of bundling. Even on sales, they have a strict sale pattern that they never diverge from, and it's tiered based on the kind of pack they are.
One of the reasons I don't like Kits is that their pattern is that they don't even go on sale. $5 may not be a lot, but you're still just buying virtual clutter. I love clutter in the Sims and love that the Clutter Kits exist, but that's never going to feel like value, especially when it has to compete with things that are on sale, and you can get good, full games for that price. I would gladly take Stuff Packs again because they aren't just cheap, they have value.
