I placed it on water the 2nd time and it worked. This time when I placed it the stairs were there..I moved the lot to the water afterwards.

Um, forgive me if you've already noticed and fixed this, but there are no stairs. So they wouldn't get in. Maybe that's the issue?

Oh how did I miss that? I wonder what happen to the stairs. Their attached to the restuarent in other worlds. Restuarents come with Dine Out Gamepack.
I was just about to ask if you the Lighthouse Bar and Grill. I had the same problem for some reason the stairs go missing when placed. It may have something to do with the water maybe.
