It is a conversion of the Sims 3 Newsea hair Nightbloom. I don't know where they got it but here are a couple of links.

I like the first one better, it seems to match the Sims 4 style more by being less shiny.

Oh that's good I was worried about giving people nightmares. For some reason, I think some of my most loved Sims in the series have been green like aliens and plantSims.
