It might not be a scam just yet, but if the devs continue down this path, we will certainly get there. As far as criticism go, calling it a scam might not be the most constructive.
That being said, the way they limit content of packs these days certainly doesn't give them credit. But as devs they most likely don't have a choice - they have to work within the limits of available resources and the confinement of their company goal.
But I don't see how anyone could be against criticizing the current state of play with this game when we all know it could be so much better.
Sure, the gaming industry is not what it used to be, but people don't realize that it also means that the kind of quality we all demand has become easier to produce as technology has evolved. The prices are slightly steep considering what could be done with that money technology wise.
So yes, it's warranted to complain about not getting expansion packs with fully fleshed out themes. And it's not an unreasonable amount of fleshing out that simmers want either.
Considering the previous disappointments for packs with this game, It's not surprising if they do go the route of limiting the features of a pack. It's par for the course at this point.
