I use mods from MTS and they work well. As the creator explained, a Vamp the one in your picture will always show up the first time you load a new family as an introduction, but he has mods for all occasions including that one.
The garlic stops them from entering. Had it not been there Vlad would have been having breakfast. The garlic does not stop them from spawning.
