Not really, it's "Edit A Neighborhood" like TS2.
No, the scope of the project is fully deserving of the CAW title, I wouldn't give it such a name otherwise. Refer to my Map Export video on my youtube channel. There's also a CAW FAQ on my patreon that becomes public later today, it elaborates on why I felt the mod deserves the CAW name.
