Maybe unicorns weren't shown because they're meant to be mysterious creatures? It would be dumb to add a horn that looks legit and has a foal version just for it to only be an accessory anyway.
But it wouldn't be surprising since they've done things like that before, like with the free fake plantsims when all I wanted was real plantsims. They were my favourite lifestate in previous games, much because they were unique.
