Partly a holdover from earlier games where cheats could make the game unstable, although IIRc MOO never did that. Mostly those annoying Gallery lots that totally oversuse it and make stuff unroutable or unusable. My "favourite" bugbear is when they place chairs artistically so you can't use computers or dining tables. Quite obvious that not only don't some creators not playtest their lots but they aren't interested in playtesting.
Quick life hack: if a Gallery lot uses the #MOO tag but not the #playtested tag, avoid it like the plague.
Personally I love it and use it a lot in my builds, but I playtest them and don't overuse it.
