Why No Gallery?

Correct me If I'm wrong, but TS3 on console (probably only on ps4 and xbox 360) we had The Exchange ported in too. Why don't we have at least simple online exchange like in past ported to the console ...

I hope at some point they will add the Gallery,I'm happy that we are getting the dlc :).
