I don't know why TS4 doesn't have one. Being able to create and design your own worlds would make the game not so boring so quickly. I'm thinking it might be the weak engine? But if not, hopefully, TS5 will have this capability again. More people would want to buy and play it in that case.
PS: People are STILL creating new TS3 worlds. This game never gets boring! <3
One reason is EA/Maxis does not want to tamper with performance side of Sims 4 and for me that does not make Sims 4 sound positive. :(
