Will the rats, roaches, and leaking pipes ever stop? (Resolved w/Mod! Updated Orig Post.)

Do the mouse holes and roaches ever spawn in different areas on the walls and floors? I'm having trouble to route to them, and so is the landlord. I have to go into build and buy to move chairs and counters and tables just to be able to interact with them.
