I think we need to have 8 lots per neighbourhood in most, with 6 being the minimum for non park neighbourhoods. I then think we need to have 6 of these neighbourhoods, plus 1 park neighbourhood, and we should have open neighbourhoods, not open world, but open neighbourhoods.
