Would you be okay with more EPs without worlds?

I would prefer more empty worlds or worlds that are built in terms of buildings and venues and such but void of new sims. I need more worlds/space but not really more new sims. With the gallery it is so easy to populate worlds even if you don't want to create all of them yourself and I rather pick and choose which EA Sims are in my games via the official Maxis profile though would prefer their sims to have skills and jobs and such when you add them to the game.
