@Metaphyzkls This is an old bug that EA so far have ignored. You may be able to edit it with a fan made mod, called T.O.O.L. but I'm not sure since I've never used it. Your best option would be to restore that apartment from your last save. It's a good rule of thumb, to do frequent saves, named consecutively when building, so you easily can go back when you discover bugs or big errors not easily fixed.

Wait, is that an apartment in Sims 3? I don't recognise it from Sims 4.
If so, you can easily edit it by using cheat codes.
Open the cheat window by pressing ctrl-shift-c.
Type "testingcheatsenabled true" press enter and then pull the cheat prompt back up and enter: "RestrictBuildBuyInBuildings false".
