1. First, by looking at your example screenshot of your Saves folder, and considering that we have had an update since then, you could try restoring to the April 13th version of that game save. Please follow the directions below carefully, and then open that game save after the recovery is complete and see if your Sims have their hair, etc. If they don't, then don't save, just exit the game (without saving this recovery). If they do have their hair, etc. then save that recovered game save.

   How to recover a previous game save:

   In-Game Method:
   Go to the Main Menu and choose ‘Load Game’. Select a saved game, then hover over the small folder icon and click this icon.
   This will reveal your most recent saves on that ‘Game Save’. Select the ‘Recover’ button on the version (see time stamp) that you prefer.

   1. At the Main Menu, select “Load Game”:

      Find the Game Save you want and hover over and click its “Recover Save” icon:
      
   3. Now a list of version options for to recover to will pop up.
      Find the save from the list that you want to recover to and click its ‘Recover’ button on the right:

2.  If the recovery did not successfully fix your Sims' CC issue, you could check your library to see if your game saved a copy of the household(s) you made there. Unfortunately, the Sim households in the library will only preserve the play & skills they had when the household was saved to the library, plus the only relationships that the library version of the household will have preserved will be the relationships within that saved household, but at lease you'll have them. It's possible to use cheats to restore certain job, relationship, skill, and money progress that you had before, but it'll take time and work to do that. 3. You could reference my previous recommendations about fixing certain households in CAS.

Lastly, for future reference, it's super important to store a backups of your game on your computer or an external drive. I backup my game almost every time I play. I've also learned this lesson the hard way. At the very lease, if you play with Mods/CC, you should always make a backup of the entire 'The Sims 4' folder (or at least the 'Saves' folder) before an update, in case you need it.
