All of my Sims Disappeared

How often does the bug occur? Every time (100%)
What is your current game version number? 1.93.146.1020
What expansions, game packs, and stuff packs do you have installed? None.
Steps: How can we find the bug ourselves? I guess just by loading the game and trying to play a family.
What happens when the bug occurs? I create a family in CAS and upon exiting CAS, whether I save or house the family, all of the sims in my game disappear.
What do you expect to see? Sims should be housed/shown up in the library.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I have tried uninstalling/reinstalling the game, uninstalling and updating my mods and cc, repairing the game, and nothing. I've checked the main thread and couldn't find anything useful, and I'm not using Legacies or any addons. Just the base game. If it helps, I didn't have nearly enough sims to hit the culling limit because I only had two playable households.
