Do the Mod creator's instructions explicitly tell you to unzip it?
Right click on the Resource.cfg file and select TextEdit to open it with. Does it open?

Yes everything I've tried downloading says to unzip it. I was able to open the Resource.cfg file with TextEdit
So just to be clear, the creator is telling you to unzip files that end .ts4script and .package? That isn't correct. Often creators zip up a folder containing multiple files for a Mod but files ending .ts4script and .package cannot be unzipped because they were never zipped/compressed in the first place. Your Resource.cfg file is behaving correctly, it sits in your Mods folder, you do not unzip it.

i have the same issue and they are saying the scripts arent working because they are in that question mark format thing

Did you unzipped the .package and .ts4script files ? If so, you should stop it. That’s how they’re supposed to be.
Btw, that icon occurs cause you don’t have any software that can open it. And you don’t need to open it because The Sims 4 game will interpret it when launched.
You just have to put the files in your mod folder, turn on the mods settings ingame and relaunch it if you didn’t already did.
