all the lots in granite falls have disappeared. how do i fix this?

all my lots in Granite Falls have disappeared and i'm unsure why. i've tried repairing my game and that didn't fix it. is there anyway to fix this? i do have mods and cc, but those arent the issue either, i've taken them out and the issue is still there.
