alt opens Windows search whilst in full screen mode

Not played Sims 4 in about a year or two, so I'm still getting used to the controls again but I remember alt was to move things freely but it just opens Windows search on my task bar. 

Also, I can't get my camera to rotate properly. 

I'm wondering if maybe the CC I had installed previously is corrupt and how would I know which one it is?
