I have the same problem, except I did restart sims after checking the custom and script mods boxes. I had downloaded my mod and then, after unzipping the folder, dragged it into the Sims4 Mods folder. I then went into Sims4 and restarted it after checking both boxes. Once I had reopened Sims4, the mod still wouldn't show up in the list.
@Lemon5454 I merged your post with the main thread on Mods/CC then. Please try all the suggestions on the first page and if none of these work, please provide a screenshot of your mods folder.
