So I was organizing my mods so I took the 'mods' folder out of the 'the sims 4' folder. But I forgot to copy it. So when I moved the 'mods' folder into 'the sims 4' folder back, all my mods were gone. How can I bring them back? Is there a way?
By the way, there is no chance for me to download all of them again since there are a lot of them. Thank you!!
That you moved the mods folder out of the Sims 4 folder means that the game created a new empty mods folder. That is normal. You just need to move the mods from the old folder to the new folder.

@demetriyus When you drag/move a folder the game makes to your desktop, the game will make a new one next time you start it. Now you have two folders: The old one on your desktop and the new one in Docuements > Electronic Arts. If you DELETED the mods folder instead of moving it, you can recover it from the Recycling Bin.
