Are you on a Mac or PC? And do you have OneDrive or iCloud enabled? The game may be looking in the wrong place where you have MCCC installed so it is not actually reading the files on startup. What is the exact path to your Electronic Arts>The Sims 4>Mods folder?

im on a mac, and yes thats my exact path. it worked in the past but i deleted the game a while back and just redownloaded it and now it doesn't work

Ok, but where does the path originate? Does the drive for your path match the one for the game files and are they on the same drive?
One way to get the full path is to right-click on the mods folder and select Get Info, then copy and paste the entire file path under Where.in your reply.

Its in the icloud folder, then documents, then electronic arts. is that what you were asking? im not super good with all the folders and stuff

Yes, that is what I was asking.
I've asked another helper who knows a lot more about both Macs and the ICloud to take over helping you. I'm on PC and don't use the cloud. I think what may be happening is your game is looking in the wrong place for the user folder so it's not seeing MCCC or your other files in the mods folder. But I'm not sure how to fix that on a Mac.
