Hello there,
I was having this issue after updating Sims 4. I had both boxes checked off in the settings for custom and script mods, the mods appeared when I checked for them in game and I seen them in my mods folder. However I didn't realize that the files were in two different folders. They were in my mods but also in a subsection I created a while ago for other downloads. Not sure how it happened, but once I cleared them from this random folder, everything worked out!
