Is there any way to cancel these two options at letter-box? When I make a petition for cancellation, no one usually signs it for me, not even my own father with whom I have a good relationship or fri...

You need to build up relations so the Sims will agree to vote to repeal it when you ask them.

But yes you can use a cheat. Open the cheat console and type testingcheats true (press enter). Then you can shift click the voting board or the mailbox to instantly repeal it.
