Bills aren't closing out each week if there is a refund

Hi,

So I have noticed this problem since the most recent patch. My sim lives in a tiny house, and she has quite a bit of energy production in that house. She would usually get a refund each week, but now she gets no bill at all. Like, on Tuesday or Wednesday, the billing information has not switched over from the past week and it is still showing the refund she should have gotten. I have to usually sell the water and power, but then it just starts accumulating again with no bill in site. The mail person can get to the mailbox, so it isn't an issue with deliver. I have also tried repairing my game twice through origin and it is still a problem. There are no mods that I use that affect the billing system, so I just think that this is a little weird.

Is this something that I can fix, or do I just need to keep clearing out those surpluses weekly?
