@zuuuzis Try this no-mod, no-CC at all test:
- Drag the Mods folder to the desktop
- delete the file called localthumbcache
- open the game to test
- exit without saving
If that works, then you can start adding CC back into the newly created Mods folder and retesting. It's possible that just having some particular item was causing this. But it's also possible that you just needed to refresh the folder after deleting the CC from the Sim.
