Britechester freezing every few seconds

I recently downloaded Discover University, but whenever one of my sims is in Britechester, the game will freeze for a few seconds, go back to normal & then freeze again. This cycle continues until the game doesn't unfreeze. I've tested this in different save files.  All of my mods & cc are up to date. I tested the game without my mods folder, repaired the game, deleted the cache files, and restarted my laptop.

This Sims 4 Save is the most recent one I have experienced the game freezing with.

Does anybody know what I can do to fix this?
