Build Mode Broken

Steps: How can we find the bug ourselves? Try going into Build Mode from Manage Worlds.
What happens when the bug occurs? The Build Menu at the bottom third of the screen does not appear so I cannot see or access any of the build items.
What do you expect to see? The Build Menu should pop up at the bottom third when the lot loads after clicking on the Build icon from Manage Worlds.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
