Build Mode navagatio

Build Mode navigation isn't on screen (details on bottom two corners) - not able to do anything in build (like add paint, add counters, ect) -
info in the gallery/library is missing.  Check boxes look odd/incomplete throughout the game

I have NOT played in like three months, and I have NOT added any new MODS since coming back.
I already did the full upload and took out my MCC and UI and replaced them with a fresh update, as once in the past it did something similar with my checkboxes, and it turned out it was  my UI needed updating... No luck this time.  I have deleted my local thumbnail cache, restarted, and repaired my game multiple times. 
Any chance this has been a problem with others since this last big update?
