Build Mode Not Working

When in build mode whilst trying to place an object, it either will not place or becomes stuck to my cursor. I am not able to raise any platforms or place any objects.

Also when I try to save the game it gets stuck and does not complete.

I have tried removing all MODs and creating a new SIMS4 folder. I have also tried repairing and uninstalling and reinstalling but the problem remains.

Any suggestions on how to resolve welcome.
