Builds without cc being flagged as cc
I have similar problem but in my case, I have built basegame houses by using the things that comes up when filtering to base game pack only. I even make sure no CC is used as CC is shown with its own...

@crinrict They are still in the gallery as far as I know. One is called Retro Cottage. I think I called the other one Tiny Neighbourhood.

Have split out your post as it sounds like a different issue
EDIT: I've checked both builds and they aren't flagged as cc after placing and reuploading
So there's two explanations for that:
- Are there any Sims with cc living in that house ? If so, try moving them out, then upload
- Something was removed when I placed it in my game
I would suggest doing the following
Rename your user folder and let the game create a new one without cc. Start a new save, place the houses, the reupload them and see if the cc flag is gone
If so, you can delete the new folder and rename the old one back to the sims 4, then place with your usual game again
