Builds without cc being flagged as cc

I just started having this issue since the latest patch for my wedding stories - I don't even have any cc build/buy items in my mods folder atm so I am dumbfounded why my build is being labeled as containing custom content????
I am having the same problem. I have noticed that there are several base game and other Game Packs that are missing items in their respective catalogs. The show up again when I turn off the Mods in the options menu and disappear when I turn it back on. Not sure why.
