I believe the effects only get triggered after having your sim bathe in moonlight (I think that's what it's called). You get this option by clicking on your sim. However, if the moodlets should be triggered automatically, then I have the bug too.
I have attached a picture of what I am talking about. Taken from Plumbella’s video. It tells you how a certain moon phase is effecting sims.
my game does not have that.

According to GameChangers reviews, lunar effects can only be seen on occults.
They are also limited in term of moon phases. For example, the only lunar effect for mermaids takes place during full moon. Same thing for vampires and spellcasters. Patch notes seems to confirm that, "Occult Sims will find that the moon now plays an extra role in how their powers behave. During certain moon phases, Mermaids have less hydration loss, Vampires recharge power slower, Spellcasters cast spells more successfully, and Aliens receive a special moodlet".
I've seen someone talking about a fitness boost in the thread, this one is for werewolves only during Waxing Crescent. The only exception are cured werewolves. If they had the « Cure seeker » aspiration, it unlocked a reward trait for them to keep their perks even if they become humans again.
So I guess this is all by design.

Hello.
Just to confirm, it's by design that not all types of Sims have lunar effects, and not all occults have lunar effects at all moon phases.
