camera controls issue

Hi! So i'm probably missing something obvious but I've searched everywhere for help and can't find anything relating to my problem on here nor anywhere else.

So, my problem relates to camera controls. I'm not talking about the cinematic camera (I know how to use it), nor top down view in build mode, nor the switching between sims 3 cam and sims 4 cam. For as long as I've played the sims 4 I've been able to manipulate/pan the sims 4 camera angle all the way from bottom to top vertically, by holding 'alt gr' and pressing the up/down keys. but lately it's stopped allowing me to do this. It's not caused by anything I've changed or done - sometimes it works when I open the game, and sometimes it doesn't, for example the last 3 times I played the sims it worked perfectly, but I've just tried to reload the sims 6 times and it hasn't worked each time, it's unpredictable. I've tried switching between the sims 3 cam and sims 4 cam and trying it but it doesn't work on either one.

The camera angle manipulation makes it really enjoyable for me and I don't like using the other camera modes, so i'd really love to know how to get this working again. Does anyone else have this issue or know anything about this?
