Can’t adopt child
For some reason I can’t adopt. I can’t use my phone because the option doesn’t come up under “hire a service.” On the computer, EVERYTIME I click on it, it just goes away. The option doesn’t come up ...

It's actually a bug that it doesn't appear on the phone if you don't have the pack.
The computer interaction should work though (at last it did last time I tested this bug) so to be sure, you have no mods/cc in your game ?
