Can’t rotate whole lot

When building and ya want to rotate the whole lot, ya cant.. it just snaps over to the copy tool, destroy tool etc. everything else rotates fine like individual objects and the house does too, it’s just when trying to rotate the whole lot it doesn’t do it.
