Can I make a new mods folder?

SO, I really want to make a new mods folder since something is wrong with mine, I copied and pasted resource.cfg into the new one. Can I just delete the old one and put all the new cc into this one?

moved this to Sims 4 but to be sure: Is this about Sims 3 or Sims 4 ?
