In addition to what everyone has said above. Disable mods in game, exit, then rename your mods folder to something memorable like Mods.bak then restart the game, then re-enable mods (and scripts) then exit. Then FINALLY enter and exit the game for a 3rd time it will recreate your mods folder with a fresh Resource.cfg It's rather fiddly but IMO the best way to get a clean Resource.cfg, although once you have that you can always back that up somewhere.
