cannot attend festivals or even move around in san myshuno

Multi-part issue here, but I'm not sure if it's all caused by the same problem. I have no mods. I have quit and reloaded the game. I have reinstalled the game and returned my save files. Nothing works.

1) San Myshuno has become completely unplayable. When outside or at a bar or other lot, played sims will freeze where they are standing and will not move or interact with anything. I can't even tell them to go home. Interactions can be added to their queue, but nothing happens. 

2) Traveling to San Myshuno to attend festivals wipes the festival event off the calendar as if it was never there. The festival is gone, and the sims can only perform one or two actions where they are before the freezing issue above occurs.

3) This last one may be completely unrelated, but I thought I'd include it anyways. I recently downloaded Discover University and should have my first sim graduating. I had the sim standing outside the stadium prior to graduation beginning. Clicking on the stadium did not give any options to check-in, attend graduation, etc. Not when graduation should have been starting, or even an hour later. He just stood there before riding around on his bike 😞

I'm so frustrated. Any help would be greatly appreciated. I'm not exceptionally savvy with the computer, but I follow instructions pretty well. Open to ideas!
