Hi there ! I just came across the same issue and was quite surprised because I threw a thanksgiving sort of event prior to that and had no issue with the "call to grand meal' interaction. But during winterfest, I cooked two grand meals and was unable to "call to grand meal". I have yet to try with the next holiday to see what happens but it really seem to be related to winterfest.
I do have mods and cc installed but tried without them and had the same issue. I also know of someone who only uses MCCC and has the same issue with winterfest. The interaction apparently shows up after many attempts (meaning cooking several grand meals until it shows up), although I wasn't as resilient myself and kinda gave up as all other goals had been completed.
Hopefully it gets fixed with the next patch...

Yes, I don't mind sharing my save, although I had another winterfest and this same was able to call for grand meal right away. I did change houses, from a flat to a house, so could that be related ? What I mean is that there is no point in sharing the file is the issue doesn't occur again...
It's possible that the issue only occurs in apartments.
If it's not occurring then no, no point in having the save.
