Cannot Save and Play in CAS

When I load into the Sims 4 and click 'New Game,' after I have created a sim completely I'll hit the check mark at the bottom right of the screen. From there, it will show me the picture of the household and then when I click on 'Save and Play,' the checkmark at the bottom right of the new popup screen - it greys out and does nothing. I cannot even click any other button on the screen. I've even attempted to load saved households, and it will then mark every lot as 'not playable.' I'm not sure what to do, I've uninstalled and reinstalled multiple times. I have even tried to disable mods to see if that was the issue - but then when I restart my game.. the mods are enabled again. Not sure how to fix this problem as I've been attempting to for several days now (I have wayy too many packs and it takes hours to re-install). Help? ☹️
