@NPCONEK That’s okay. For clarification, it’s not a question about where you yourself are playing in the real world. Within the game, there are “lots” - different places your sim can live. Those lots can have “lot challenges” - things like “earthquake zone” where the camera will shake occasionally, your sim gets a scared moodlet, and things break. Or “simple living” which makes it so your Sim can’t cook without buying groceries first.
“Off the grid” is a lot challenge available in base game. It makes it so only certain stoves/fridges/showers/toilets actually work, and parts of the phone menu are disabled, but bills are cheaper because your sim isn’t paying for utilities. There’s a bug where the “adopt” action is still available on the phone, but doesn’t actually work.

I get it, I don't seem to touch the stuff because yt what I filmed was for testing, so went in and just used the ''Adoption Agency'' immediately and didn't use the other challenges.

It still doesn’t seem to work, as in the movie, there is no way to adopt cats and dogs, only to adopt children.
