Can't Build in Outdoor Retreat World

When I open a new game and go to the choose a world menu, there's the little warning sign thing on the outdoor retreat world and if I hover over it, it says, "This world is unusable because there are no rental lots". When I open the world, it looks like the attached image, with the warning signs on everything. If I click on a lot to build, it pulls up a loading screen and then takes me back to the choose a world page. After that, if I try to build on any lot in any of the worlds, my game freezes. This is the only world I'm having this issue with and only since the most recent update. I do not play with mods or CC.
